Board

The Board of East Border Region comprises 10 Directors (Elected Members) one from each member Local Authority and 10 Advisors (County Manager/Chief Executive Officer or nominated Director) one from each member Local Authority. The role of the Board is to consider the key strategic and managerial issues facing East Border Region Limited in carrying out its statutory and other functions. The Board also has ultimate responsibility for the management and dispersal of funds administered by East Border Region Limited.

Members Forum

The Members' Forum comprises:-

  • 60 Elected Members (6 from each of the 10 Member Authorities)
  • Relevant Officials from each of the 10 Member Authorities


The Members Forum is the strategic dynamo of the cross border region and contributes to the strategic priorities of the region.

 Audit and Governance Committee

The Audit & Governance Committee is constituted to provide the East Border Region Limited Board with an independent and objective review on its financial systems, financial information and compliance with laws, guidance, and regulations. The Terms of Reference which has been approved by the East Border Region Limited Board is reviewed on a periodic basis and available to the public on request. The Committee comprises:

  • 2 Directors of the Board
  • 2 members of the Members' Forum, who are not Directors of the Board
  • 2 Senior Officials from the member Local Authorities (or their nominated director)
  • 1 independent member with a financial background.


Implementation Groups

In order to meet its objectives EBR Ltd. has adopted a thematic approach to cross border economic development. As a result four thematic Implementation Groups comprising relevant councillors and officials from the ten member councils and other relevant stakeholders have been formed, which report to the Board of EBR Ltd. These groups are similar in structure to the previous EBR Working Groups developed under INTERREG IIIA. An Implementation Group has been established for each Operation (plus one for Environment) which will oversee the day to day delivery of the INTERREG IVA Operations.

INTERREG IVA Advisory Forums

For each EBR Operation, a cross-border, region-wide Advisory Forum will be established comprising representatives from relevant Government Departments, Statutory Agencies, cross border bodies and the EBR Secretariat.

The Advisory Forums will

  • advise EBR Ltd. on the development of the INTERREG Operation concerned and on other opportunities to pursue the agendas for Enterprise and Innovation, Tourism and Collaboration. In particular, each Advisory Forum will reflect on the broad agenda for each Operation
  • formulate a structured series of targeted procurement calls for service delivery to realise the opportunities identified in the consultative process. The EBR Ltd. will administer these targeted calls for services in accordance with EU Procurement Guidelines and Regulations and in accordance with best procurement practice.


The EBR Ltd. will provide each Advisory Forum with regular information on the progress of each Operation and the Advisory Forums will, in the light of progress, adjust and update their approaches over the period of the Programme.
